In this keynote address, Jayantha Dhanapala outlines some of the disarmament and non-proliferation measures taken by Kazakhstan and the other former Soviet states, including renouncing all nuclear weapons they had inherited at the break-up of the Soviet Union and having all of them join the NPT as non-nuclear States. He also discusses negotiations for a Central Asian Nuclear Weapon Free Zone, in which the United Nations played a critical role, facilitated by Mr Dhanapala during his time as the UN Under-Secretary-General for Disarmament Affairs.

Jayantha Dhanapala, former Under-Secretary-General for Disarmament Affairs at the United Nations, is President of Pugwash Conferences on Science and World Affairs and one of The Simons Foundation's Peace Shapers as a previous recipient of The Simons Foundation Award for Distinguished Global Leadership in the Service of Peace and Disarmament.
